Neighbors' complaints spurred Clovis police to seize the pets and condemn the home.
A Clovis woman and her 73-year-old mother could face more than three dozen counts of felony animal cruelty, police say, after officers reported finding 41 dogs, cats and birds living in squalor Wednesday in their home. Diane Siskel, 48, and her mother, Donna Raincloud, were not arrested, but their house was condemned.
Wednesday's animal seizure stemmed from ongoing problems that resulted in a stream of complaints from neighbors about foul odors, incessant barking and cats taking over neighbors' property. During the past year and a half, animal control officers have issued eight citations at the home, on charges that include unsanitary living conditions and having too many animals, police said. But neighbors say it has been a problem for much longer - as long as 15 years.
"That woman has been an absolute nightmare in this neighborhood since I've owned this house," said one neighbor, who asked not to be identified. "When we came home, we would walk over cats - literally. This was just a big litter box to them." Siskel could not be reached to comment.
It took animal control officers three vans - and more than one trip - to remove 14 dogs, 16 puppies, 3 cats, 6 kittens and two birds from what police described as "filthy and decaying conditions." They will be tested, and those with a clean bill of health will be put up for adoption.
Bob Porsch, who lives with his wife across the street, said he watched the officers bring nearly a dozen full-grown dogs from the house, "and then they had several batches of puppies." Siskel, whom neighbors described as the primary owner of the pets, became hostile to officers and passers-by as she stood outside. She called the officers foul names and yelled at a neighbor who was walking her dog, said Porsch and his wife, Marget Wrong. Fresno County animal services in Fresno, California, declined to comment on the matter.
Siskel's mother cried while sitting in a wheelchair parked in her driveway. Neighbors said she recently nearly died from tetanus, a rare bacterial disease that affects the nervous system, and got out of the hospital a few weeks ago. Neighbors said they have complained to the city about living conditions over the years, but were silenced when Siskel threatened or intimidated them. "The people behind them complained of the smell and the flies," neighbor Margaret Wright said. Animal control officers have issued eight citations at the Harvard Avenue home in the past year and a half, police said. "The people behind them complained of the smell and the flies," Wright said.
