Duluth City Councilors approved the hunt ordinance in May and designated the Arrowhead Bowhunters Alliance, a private group, to conduct the hunt. Prospective Duluth bowhunters spent the summer meeting prerequisites. They had to pay a $20 registration fee, attend an eight-hour bowhunter education class, pass a shooting proficiency test and attend a mandatory orientation session.
